My laptop died and in it were all my iTunes folders including my playlists.
Is there a way to move my playlists from my I Pad to my new laptop?

You can try turning on one of Apple's icloud solutions (Apple music and/or itunes match) and try to get it backed up to the cloud from your ipad.
