because the rule does not demand a complete sentence for the use of the colon, the main purpose of the colon is for the reader to make a stop and think about the different number of options you will provide after that. In fact it would be somewhat illogical to end a sentence with a colon if you think about it.

True: he uses "I" rather than "we" when he speaks. A tyrant uses similar language.
