I hope you have some active anti-Virus program and that you run it. Also download and use Malwarebytes and Piriform Cleaner. They both have free excellent free versions. Your cursor malfunction might be fixed by these two programs. If you suspect no virus or malware, just reboot your computer. If you need to go back to a restore point that is easy enough too. You presented no specifications on your computer so it is hard to advise you beyond this.
