I came across these sentences and had a quite interesting debate with the author-a colleague. Neither could persuade the other...
The Center, not only supports the language learners, but also designs innovative methods and teaching techniques to improve students’ learning.
Units are also incorporated from students’ IB curriculum to make them familiar and more able to engage with their classroom topics.
Given this world-class level of support, it is expected that students who have little or no prior knowledge of English will take a year and two to reach to a good communicative level in all aspects of a new language.
No comma after Center.
They are grammatically correct but so LONG!

Does your colleague actually have any teaching experience? This sounds more like it was written by a person who desires power over teachers without any real life experience. I agree that there is no need for a comma after "Center".
