My friend in America sent me a letter. She was telling me that some Doctors, won't attend to you if you don't have insurance. Or it has run out. She implied they did not seem to care. Is there a Law for the rich and none for the poor?.

Pretty much true unless you have a history with the Doc and can show you will pay. Or unless you are at a clinic

Getting political now - the state where I live has a program for low-income and such - but I heard it's being dis-continued due to state budgetary short-falls.
What you were told is a bit misleading. If you just walk into a doctors office and ask to be seen it's likely you'd be turned away. But that's likely whether you have insurance or not. Few doctors take walk-in patients.
If you walk into a hospital or Federally funded clinic they are required to provide emergency care to anyone that arrives on their doorstep. Yes, they'll ask if you have insurance and you will probably get better service if you do but the hospital IS required to attend to you under Federal law.
We get free NHS medical care, not sure if that's good or bad sometimes though...
