Chrysanthemums are popular Japanese art subjects, but I'm not familiar with the shape or style of the vase as Japanese. The writing on the bottom can be Japanese or Chinese.

I'm certainly no expert, but the design looks a little rustic to be Japanese. Rustic is probably not the best word, the artwork just seems to be heavy handed.

the technique of enamel areas contained within copper wire is called "cloisonne". Style wise, it lookks like mid 20th century

The technique used to create your piece appears to be Japanese Totai Shippo Cloisonne

Your item might be from the meiji period (late 19th to early 20th century). Try searching some Japanese porcelain marks to see if any match those on the bottom of your jar.
