Legal grounding a Service Panel

I would like to know if it is safe and Legal (California Code) to have as a ground from a newer electrical service panel connected to the main gas meter. I'm having a solar system installed and I had a 100 amp panel upgraded to a 200. I came home to find that ground was connected to the main gas meter. I was told that the city inspector wanted as a ground to pass. It seem they could have used the existing ground placement which disconnected from the old service panel, rolled up and pushed back in the wall. The old ground was installed when the home was built in 1996.

Not long. I did a search on my boss at Florshiem shoe, and learned that he moved to Southern California after he retired, and passed away 5 years ago. He was a great boss. He promoted me to Audit Manager with a hefty raise in pay. We had to move to Chicago, so we made our home in Naperville. It was rated as the number 1 city in the US many years ago. We built a beautiful brick and cedar home, and lived there for three years. Interesting times for our family. We now live in the heart of silicon valley, and we love it here.
