Is µmax (maximum specific growth rate) a constant parameter?

Hello,
I'm working with several bacterial growth models. For example the Baranyi-model includes the parameter µmax (maximum specific growth rate).
Now I'm not realy sure if it is either a constant parameter of the species which describes the biggest possible specific growthrate at optimal environment conditions or only the biggest growth rate at the exponential phase of a random environment.
