The NYPD assesses THAT criminals will continue victimizing the elderly.
vs.

The NYPD assess criminals will continue victimizing the elderly.

I want to confirm the first that is optional and can be eliminated as in the second sentence. I am having a disagreement with a coworker that loves using "THAT."

Yeah, it's optional. I prefer to use conjunctions as well.
