I have a 12v power supply that says 2.5 amps. I want to drive a bilge pump that says 3.5 amps. Am I gonna burn something up?

You will overload the power supply and it will fail sooner or later.

The current rating is given by the manufacturer and specifies the maximum amount of current that can be continually drawn without damage or affecting the performance. You need a 3.5 amp of 4 amp power supply. 5 amp would be better. Also it should be rated for motor use.
