National Rights and Duties
Human Rights tend to signify what the title implies. The rights of individuals in societies based on the individual. The rights of individuals globally. Where society is mentioned it tends to be simply as the provider of individual rights.
This probably derives from the singular obsession with values such as Freedom, as if there is an absolute condition that morality directs us towards. In reality, freedom divides between responsibility to others and irresponsibility. Freedom is limited or qualified by other values, as indeed is equality.
Individual rights are excellent within a small society, such as the old style parish or manor. Or in a social club for instance. The individual in a modern state of tens of millions is so insignificant as to be lost. Globally, it is inconceivable that the individual can mean anything.
Responsibility virtually implies society at all its levels. Reciprocal responsibility in the local community, and in the national community, and only finally globally. People as flotsam and jetsam in the EU let alone the world, is a recipe for the irresponsible society, and worse chaos and war.
