About English Study

As a Chinese student, I have some questions about English study. Here are the questions.
How can I increase the quantity of English words when I am reading?
I know how to write a simple message in English, but when I am talking to the foreigners, I don't konw how to express my opinions to them properly. So what can I do for a better chatting?
