a new counter-establishment of conservatives?

Does "a new counter-establishment of conservatives" mean "a new counter-organization of conservatives" ? If so, I still don't understand what is a counter-organization, which as if refers to that the government should be cancelled - in the past, some philosophers ever thought that the government itself is the biggest problem for the society.
