So I saw this image on the right of my friend's computer:

and I want to know what program allows you to get something like that on your computer.

I want to know how do you put it on your computer and if there is an Japanese version of it.
(If there isn't, then I'm cool with getting a Chinese version.)

I just want to know how to put one small pic like that, and if there is a program, what to download.

That's an icon. You can upload an image of any size onto your computer. You don't need special software for this. Just right-click and save an image.

No actually that is not an icon.

it overlaps the program. Do you see the blue and white thing? That was a PP program. So its not on the desktop and its not part of the wallpaper though.
