What is this?

I just received a letter containing sensitive information and in between the front and the page with the information, it contained numbers that were jumbled together and such. Is this some kind of security measure to prevent snooping on such information? I have seen this in letters from Banks too!

Was this a hard-copy (paper and ink) letter or something you received online?

@George,
This was in hard-copy. There isn't any way I can have the image up here!
