Those are definitely ideas. Try going to MeetUp, look at meetings for small businesses, that sort of thing, and go to some of those meetings. Those can be fertile ground. Consider talking to the smaller Mom and Pop businesses in your area, e. g. a pizza place, a hairdresser's, etc.
When you start getting clients, and they like your work, ask them if they know anyone who might need your services. The pizza parlor, for example, might hook you up with the Chamber of Commerce. The local shoe store owner might be pals with the local dressmaker, etc. Talk to the places where you get services or buy goods, like the deli or the bookstore, too.
