Budgie breeding condition

I have four budgies and I am trying to breed two of them. I've heard that a budgie's cere is how you can tell if they're in condition. The female's cere is a smooth white color and the male's cere is a smoothish blue color. I know they're bonded because I've seen them preening and feeding each other.

@Rotoxi555,
I have 4 budgies too.
1 male and 3 female, all of my budgies have bonded and the male has done about 7 mating rituals (without the mating because there was a female that didnt want to and toys in the way) The cere for males in breeding condition is dark blue and females dark brown.
