If Greece (for example) imposes capital controls, do the capital controls apply to tourists using Greek ATMs but having bank accounts in a different country?

Are capital controls about local deposits (only) or also about the cash in the ATMs even when the ATM user isn't a local?

As a matter of law, probably yes. As a matter of practice, almost certainly no. All capital controls that I know of are designed to curb the flow of money out of the controlling country. So as long as you're using the Greek ATM to get money out of your foreign account, you should be fine.
