This is a local (Southampton) pub, not been there myself. It's in Shirley which is too long a walk for me.
It references the phrase "Cold enough to freeze the balls off a brass monkey," which I used to think was terribly rude, but no. Apparently it's a nautical phrase going back to when iron cannon balls were stored on a brass triangle, known as a monkey. When it was really cold the brass would contract while the iron stayed the same size, causing the balls to fall off.
