Recent editorials react to more Gov't control of our lives by Barack, currently in the matter of imminent Internet supervision

I believe he truly wants not to control our thinking but merely limit the ability of Big Time to hog the digital premises--though I fear any effort to do so might preclude ballooning by amendment and revision. However, my q is as follows:

I've noted increasing delay between link highlight-return and its response, wonder whether this owes to (1) extraneous junk, worms having accumulated in my software so seldom decontaminated or (2) the bulging of commercial spamming
