if in one county, there are no beds available in shelters and no opening in foster homes this day, can cps put the minor in another county, even far away?
and what about another state? if they cant find a place anywhere in Wisconsin, for example, and the only place that has an available bed is in California, is it legal and possible to take the minor there?
and is it legal to let minors sleep in cps for a few days in case of emergency such as those? is it legal to put them in hotels if there's nowhere else?

Laws differ from jurisdiction to jurisdiction (in this and in every other area). It's a lot more likely that arrangements would be made with a family member but the prevailing interest is going to be whatever is in the best interests of the child.
