I took out an HPS bulb from an exterior flood lamp and replaced it with an E39 to E26 base reducer and then an outlet adapter. I plugged in a strand of C7 incandescent lights through the Christmas season with no problems. Then yesterday I went to change the incandescents to LEDs and the LEDs kept burning out instantly. I unplugged them, put in new bulbs, then plugged them back in and they stayed on for about a half hour. Someone told me the ballast is different in fixtures with an E39 base so maybe the electricity is surging in a way the LEDs can't handle? Any ideas?

Matt I don't know what those bases do but
if I understand the problem correctly it's because an incandescent isn't bothered much by a slight overvoltage. In the case of an LED however, if your supply voltage is only ever-so-slightly greater than the sum of the LED voltages, then a much higher overcurrent will result
