How do i parse this file

I have a flat file with parent child records parent record is identified by 01 and child records from 02 to 16. here is the layout.

02NAME...ADDRESS....01256389201419... CHILD1
03NAME...ADDRESS....01256389201419... CHILD2

02NAME...ADDRESS....01256389201419... CHILD1

and this is how I want it:
