I have this piece of art from unknown artist. Picked up at garage sale in older vintage frame. It is signed "SAITO" and Paris 2183?.

Could it be Japanese artist Saito and how much is it worth in your opinion? Thank you!

I could be wrong, but it looks like 21 8 73 to me.

Yes maybe you're right, which could mean the date 2/18/73?
Thanks, anyone help on id'ing this artist?
