What is Phi in terms of modelling stresses?

Hi, I'm currently studying a University module on structural geology and in our last lecture we covered stress on planes and the Mohr Circles. I have a definition of Phi as the angle of internal friction but I'm not sure I understand how this relates to shear/stress planes
