Restoration of Welds

I am a structural engineer. We have a precast concrete panel attached to a precast concrete deck with two angle clip plates. The connections have rusted and need a solution. Do we have to replace connections or is there an alternative solution ?? Is there a standard or old project referenced online ?? Please help. Thank you.
