If you buy an at & t phone is there any way to switch it to verizon? Like if you bought the phone from ebay.

Well it depends on the phone. Not all networks can handle certain phones which were designed for a given cell phone provider's service. Sometimes there is an issue of SIM card compatibility.
Also, are you bound by a contract to ATT?
I dare say the best people to answer this question is in fact Verizon.
