Possible. It's produce by a company called Windsor Art Products that, from the 1900s to the 70's, bought licensing for art and made embossed prints of them. This way lower income families could have copies of fine art with implied brush strokes. All i know is it has the description "Flower Girl" but no artist listed.

Its well composed, the face is a little chilling. Its got to be worth a few hundred dollars as a painting. As a print maybe seventy-five with the frame. It looks like its on canvas.
