Big Bird and Cookie Monster fork and spoon set, with figurines on top

I have a set of big bird and cookie monster fork and spoon for children, that have the actual characters sitting on top of them, not the complete stainless steel version. I haven't been able to find any information on them, and was wondering what years they were made. Thanks!
