Can't remember the name

Several years ago there was a lot of discussion in talk-radio about a political/economic theory, published by two University professors. They presented a theory that the Government of the United States could be brought down by expanding the public's dependency on entitlements beyond a critical level, then removing them completely. I want to share this theory with a few friends of mine (for discussion) but I can't remember the title. I know the title of the theory is a hyphenated juxtaposition of the two authors' names (ie. "Smith-Jones").
