Space activity license, of course. All extraterrestrial aliens need to apply for a license to invade.

the OP is looking for the answer to a crossword puzzle clue, I suspect a Lovatt's cryptic, which is why the question is cryptic. In the States, we don't get the puzzles, which is why it's even more cryptic. The previous posts, while they don't answer the question, are funny. Kudos to them.

batty has the most uniquest ability to almost turn any straight clue mostly cryptic

if i did crosswords and puzzles i'd guess the answer is unless they have a licence (coin?ade) to invade.
