Something tells me this use of English is not grammatically correct, and a better version would be National Centre for Garden Culture. However I cannot put my finger on an explanation why. Is it that the genitive should not be used with an abstract noun like that ? NB This is rather urgent to resolve.

For what it's worth, titles, company names, and the like are not subject to normal rules of grammar, or even conventional capitalization.
