Blame is a lovely word, isn't it? It's fraught with guilt and judgments.
Are you, perhaps, speaking (writing) English as a second language, and really asking about who is responsible, or who is the father?
If so, then pay for a DNA test to determine paternity, and consider going to court to determine who is responsible for support.
