Does "Italians miffed papacy didn't return to homeland" mean "Italians were mildly angered by the possibility that papacy didn't return to homeland

Annoyed rather than angry.
Basically some Italians are annoyed that the pope elected was not from the homeland, in other words, the Italian cardinal, Angelo Scola .

Your meaning is very close.

I would say a closer meaning is "Italians annoyed papacy didn't return to homeland".

If someone you don't care much about insulted you... then you could be slightly angered.
If something didn't happen the way you wanted it to... then you could be miffed.

Miffed is similar to disappointed, but with some slight anger.
