Why should the foreign key be placed in the table that is on the many side of the one-t-many relationship and not the one side?

Think about the function of a primary key, and the function of a foreign key.

Primary keys are, generally, designed to connect tables together. If you've got three tables about employees, then they might all have employee number as a field, which would be the primary key for the employee table and a foreign key for, say, the job titles table.
