Formative years - nascency? and
latin based (languages) i have rom?n?u (the u comes from celt gaul)

Latin based is ROMANCE.

i think the celt is gael which would give me romance for the latin based clue

When I first looked for Nascency the only definitions I could find gave 'birth'. But I've looked a bit further now, and it does also mean formative so I guess that one is right after all, sorry.
