Is there any option to create intervals between tweets and re-tweets in the twitter site?

Not if you are planning to use a bot to do the tweeting. It will have to be done manually using a clock.

You can't time tweets on Twitter, but you can on both Hoot Suite and Social Oomph. Both are free.
