Stuck on several this month! I'd appreciate help on the following.

22a (3) Hold up cup m --
10d (8) Lad lying around wasting time ?
Completed everything else, but this corner block of the cryptic have caused brain freeze!

Thank you Fresco, that's wonderful - almost complete now. One problem - my answer to 6d (7) State and country with top National Assembly is incorrect now! I have m-d-a-a - ?
