Possible QE3 Release in Sep or Oct FOMC meeting

Anyone thinks FED will release the 3rd wave of Quantitative Easing as many people have been expecting? I personally doubt that FED will do this given the current market trend. But if they do, I think the market will probably start to drop in stead of heading up further. Buy Rumor, Sell Fact.
