Is there a third party application or program that allows you to find out a company name through an IP Address?

no. there is no such application.
okay, is there a website that does this ?

Google reverse IP lookup. There are many out there.
There is no guarantee but it often works if it is a registered address. Otherwise you might end up only with the name of the ISP owner of the address.
