9 mL of pure drug are in 100 mL of solution.
What is the percent strength of the solution? Is 9% right?
More importantly, how many milliliters of drug are in 75 mL of that solution? (and how do we get there?)

The answer to the second part is obviously 3/4 of 9 ml. The % strength is not required.
