toilet water tank

I live in a 6 floor condo on the 5th floor, water comes into the water tank , when i assumed someone flushed their toilet. I asked my neighbor and when he flushed his toilet it did not affect mine. No one is home above me, what could be causing this?

Most multistory buildings have a potable water holding tank in the penthouse on the roof to maintain water pressure. You're holding tank on the back of your toilet is fed from this roof tank. As long as water flow is maintained to the roof tank, the flushing of any toilet in the building does not effect any other toilet.

That is a general design criteria/code.

Check the toilet innards for leaks. My guess is there is a leak around one of the valve seals or float.

If you mean that every so often the toilet runs without your flushing it, then Butrfly is correct, you have a leak. Usually the flapper valve isn't seating properly.

Which reminds me. I have to fix my toilet this weekend.

Sometimes the flush valve doesn't sit evenly and so water leaks.

Yes there is definitely a leak that will be causing the problem. You need to get it checked.
