Scatter diagram

I want to make a scattaer diagram with + variables (Y) and - variables (X) . I t has actually - relation. but it shows = relation. X variables show budget balance and also it is deficit. Then could I put it in + numbers. I think it shows surplus. thatswhy I put negative numbers. How can I put that number to make trend line ? Thank you.
