I met a sentence
"Three weeks was allowed for making the necessary preparations. " I want to know why the predict verb uses the singular form but not the plural.Thank you!

In this sentence, "three weeks" is considered to be one unit of time.

One hour is needed . . .

Three minutes is needed . . .

Four months is needed . . .

But no one would be upset if you used "are".
