Are you a betting person? If so, then I'll bet that they never see a penny of it in the next 5 years. Perhaps eventually they will, but it's pretty doubtful. Muammar Gaddafi has a few kids (in their 30s) in the gov't and a bunch of sycophant followers and some of them are saner than him (not that hard a task), but not that much brighter.

yeah, I was thinking more along the lines of NGO used directly in aid of the common citizen.

Sadly though the sanctions will reach the people. They will be the only ones that suffer, as per the norm.
