Difference between debt settlement and negotiation?
I don't know that there is any differrence. Debt settlement almost always means negotiating a payment, which will be accepted as payment in full, which is in fact less than the original debt.

Debt negotiations lead to settlements. Negotiations are the process leading to an agreed upon settlement.
