I use an old silverware chest for my jewelry box. I just kept my some of my boxes they were given to me in for dividers. I hung my necklaces on the back by pinning a rolled up (thin) piece of velvet that went from one side to the other...I knotted it ever half inch so that the necklaces wouldn't get tangled. It works great. Not really portable though.
You could get some silicon bakeware and fill it with the individual jewelry pieces and stack it in a small suitcase.
We store a lot of jewelry and silver findings and use plastic for most everything. We've had no discernible problems with tarnishing that wouldn't accrue simply as a consequence of contact with air.

This might sound a tad extravagent and excessive but how about a library card catalogue cabinet?
have you tried that giant sportsman store just off the 400?

Wow, thanks for all the responses everyone. We were looking on Etsy for ideas when the college guy got home from school. Going to check out some sport stores for tackle type boxes this weekend. You've given me some great ideas. We'll probably jury-rig something
