If someone was to declare bankruptcy or just have a poor credit history in the US, would that history carry forward to a different country if they were to relocate?

Probably not, depending if the credit reference agencies have links to US agencies, but there is another aspect to this: in your new country you will have NO credit history, which can be nearly as bad.

Also note that it is not usually possible to just "up sticks" and move to another country. Most Western countries have strict immigration laws and you would need to get a visa. This is not a trivial task.

As per my knowledge its not applicable for other country. However bankruptcy remains for 10 years or so.
