this question came up and got me thinking, if their may be government studies on this. Everyone I've asked this question summizes diffrently, so i'm trying to get a benchmark to go by. Someone out there surely has got some good data on this.

The first thing you need to do is define your terms.

What is "the average human"?

Are you including the population in all countries of the world or just some of them?

What is your definition of "meet?" Someone they are introduced to, or someone they happen to cross paths with or is it someone they become familiar with?

I imagine that if you're a semi-hermit living in a remote part of a rain forest or on the edges of a desert you'd meet a lot less people than if you lived your entire life in Manhattan or London or Tokyo. As Buttrfrynet has said, there are a lot of variables.

(Btw, Gus is bragging. He may have met more than 20, but actually knows only two or three.)

There are so many variables. There are friends, neighbors, relatives, the people at work, and the guy at the newspaper stand. Where does one decide the meaning of "meet"?

most people you meet are pretty much the same, so if you collapse all the similarities, i'd say about a hundred

I would say that anyone you've ever laid eyes on, whether your eyes met, or you just saw them doing something that didn't include you. I say this, because your subconscious mind remembers every sight and sound you ever experience, even if you don't recall it. Therefore, if you want to talk in these terms, I would say millions. Think of all the events you have attended where there were hundreds or thousands of people. If you saw their face, whether they saw you back, I would count that as having run across these persons. If you must have a conversation with them, or you've watched them make a presentation, but never spoke to them, then the numbers would be less. Hope my idea helps.
