You grow your business by providing a service for which both the price and the quality is attractive. The service I use started out as a one-person operation, but she provided such good, dependable service that her customers recommended her to others and now she has expanded to have a small staff to help her. She has never needed to advertise as her customers are eager to recommend her, but there are numerous inexpensive ways to do that. Just don't make promises or guarantees to anybody that you can't keep because no amount of business skills will overcome a reputation for shoddy work or a dishonestly represented product.
You pay for a sales person with either borrowed money or by investing your profits in such a person with the expectaton that the person will generate enough new business to pay his/her salary and/or repay your loan plus provide a reasonable profit to you. If you do not have a reasonable expectation that you can recoup your investment, it is probably not a wise investment.
